RELEVANCE OF TRANSVERSAL COMPETENCIES IMPLEMENTATION INTO EDUCATIONAL POLICIES AND PRACTICES OF TEACHER TRAINING: INTERNATIONAL DIMENSION

Abstract

New demands are placed on the labor market, with ongoing reshaping of socio-economic development by globalization and regional integration and as many countries have responded by reforming education systems and reorienting education policies and practices so as to equip students with the skills needed to function in contemporary life. Such reforms include integrating transversal competencies, also referred to as «non-cognitive», «twenty-fi rst century» and «higher-order thinking» skills, into teaching and learning practices. Offi cially the term «transversal competence» was adopted in 2013 in the UNESCO documents dedicated to the skills and competencies in Bangkok to describe them as they are required for the twenty-fi rst century. The purpose of the article is to defi ne «transversal competencies» and analyse its implementation into the teachers’ education system. It has been determined that the current approach to teaching is characterized by a focus on results or core activities, not on problems. The greater part of the discussion about the importance of implementing transversal competencies and about their importance to economic imperatives, including self-forming capabilities to meet the changing needs of the labor market caused by the evolution from industrial to the post-industrial global economy. However, transversal competencies should be considered not only as being important in economic terms but also because they contribute to improving the quality of education and support the concept of lifelong learning. In addition, many countries around the world see transversal competencies as a mean of improving the quality of education. Based on the analysis of international scientifi c and regulatory documents we can offer a defi nition of «transversal competencies». It is a set of general skills such as creativity, critical thinking, collaboration, identity, confl ict resolution, global citizenship and ethical use of ICT which have been useful for each person in theoretical and practical training and lifelong learning under modern labor market challenges.
