CURRENT APPROACHES TO EDUCATION QUALITY: THEORETICAL ASPECTS

Abstract

The article refers to the problems of education quality. This problem is proven to be extremely significant within the modernization of Ukrainian education. There have been analyzed and characterized such concepts as “education quality”, “education quality monitoring”. The author defines monitoring in education as an educational and management direction.

The higher education quality assurance is considered to be versatile and it includes the following aspects: necessary resources (human, financial, material, information, scientific, methodological, etc.); organizing educational process, which most adequately meets current tendencies in the development of national and world economy and education; controlling the educational activity of higher education institutions and the quality of training during all educational stages and on the levels of universities, national and international (European).

For achieving these goals there is important to perform the following tasks in Ukraine: — developing recommendations regarding national standards and guidelines for education quality assurance to introduce in the European higher education; — providing national participation in international education quality assurance system; — developing and implementing legal mechanisms for employers to participate in controlling and public responsibility for the quality of higher vocational training; — encouraging students’ participation in the national system of quality education assurance; — establishing criteria for determining permanent monitoring of higher education quality on the basis of global, European and national experience; — improving the rating system of performance evaluation of higher education institutions as an instrument for controlling the higher education quality; — ensuring the availability and transparency of information on quality assurance in higher education at the university, national and international levels.
