HISTORICAL AND PEDAGOGICAL ANALYSIS OF THE FORMATION AND DEVELOPMENT OF HIGHER EDUCATION SYSTEM OF THE REPUBLIC OF POLAND

Abstract

The article deals with the historical and pedagogical analysis of the formation of the system of higher education of the Republic of Poland and highlights the historical and pedagogical stages of the development of the Polish system of higher education at various historical stages of the country’s development: the first stage (since ancient time to 1773) - from the earliest time until the creation of the National Education Commission. This period is characterized by the opening of university in Kracow, which was called the Krakow academy. It brought together a large number of Polish scientists who studied abroad. The Academy became an international center of astronomy, and was known for its mathematical school, whose student was M. Copernyc. In the 16th century, the Krakow Academy was the only university in Europe in which taught the astronomy of Copernyc; the second (1773-1795) is the period of educational reform related to the work of the National Education Commission which was set up with a purpose of supervision and control of education. This Commission was the first in Europe, with the character of a separate educational ministry. During this period, the Polish universities were reformed according to a Western European model; the third (1795 - 1918 years) - the period of the fall of the Polish Republic the period of instability and a variable government policy in relation to the higher education in Poland; the fourth (1918-1939) - the interwar period, the period of independence of the Polish Republic the period of formation the system of higher education in Poland. This period is related to the work of the Laws «About Academic Schools» of 1920 and 1933; the fifth period (1939-1945) of the occupation of the Polish Republic during the Second World War - characterized by the work of the secret clandestine universities; the sixth (1945-1989) is the period of activity of the Polish People’s Republic the period of isolation the system of higher education in Poland from the world’s European development associated with the work of the laws «About Higher Education» 1956, 1968 and the resolution of the All-Polish Education Congress of 1945; the seventh (1989 - 2017) - the period of independence of the Republic of Poland. This period is period of European integration of the higher education system connected with the work of the laws «About Higher Education» in 1990, 2005, 2011; and the signing of the Bologna Declaration by Poland in 1999 .Which aims is to create a «common European higher education space».

It was established that the development of the system of higher education in Poland was carried out under the influence of socio- economic and socio-political transformations that took place in the country.
